Report says financial management of healthcare is weak
FINANCIAL management of healthcare in Buckinghamshire is "weak" according to a report by the Care Quality Commission yesterday.
Buckinghamshire NHS Trust, the organisation which runs Wycombe, Amersham and Stoke Mandeville Hospitals has "weak" financial management.
Buckinghamshire PCT, which contracts and pay for services from hospitals, is also "weak" in financial management.
And South Central Ambulance Service was rated "weak" for its overall quality of service.
These three organisations were the only ones out of 24 trusts in the South Central region of the NHS to score "weak."
Each trust was given a rating for its financial management and for overall quality. Overall quality at Buckinghamshire NHS Trust was rated "good", an improvement on last year. Overall quality by the PCT was rated "fair," the same as last year. And financial management of the ambulance services had also improved, from "fair" to "good."
Ed Macalister-Smith, Chief Executive of Buckinghamshire PCT, said of the its deficit: "The NHS in Buckinghamshire receives one of the lowest levels of funding per head of population, while demands for health services have continued to grow. The PCT is working closely with the NHS across Buckinghamshire to ensure that the historic deficit is tackled and resources freed up for investments in new services.
He continued: "We need to balance the books by ensuring that there are sufficient resources in the right parts of the NHS in Buckinghamshire to meet patient needs. We believe that with some innovative thinking and fresh ideas we can do this, and provide better care for patients at the same time. For example, we are looking at ways in which patients can be treated in the community or closer to home, rather than in hospital - this is good for patients and a more efficient use of our valuable resources. This is going to be particularly important as the recent national growth in NHS finances will not continue in future years."
Anne Eden, chief executive of Buckinghamshire Hospitals NHS Trust said she was delighted the trust had improved its overall rating for the second year running.
She said: "This is a great achievement for the Trust. We have worked really hard over the past few years to look at the quality of our services and the experience our patients were having when using our hospitals."
